for building gtkhtml1.1.7, gconf1.0.9 is optional. It should be required (as in blfs 5.1). without gconf gtkhtml configure ok but make doesn't work complaining about a miss. There is a --without-gconf flag for configure but it doesn't work.

Moved GConf-1 from optional to required in the GtkHTML-1 instructions. Also did the same thing in the GNOME-VFS-1 instructions, as it also will fail if GConf-1 is not installed.
