Version increment to 4.7.27
Things have changed. For quite a while libidn has been an optional dependency. We've just never reflected this in the book.
The mkpasswd program is now built and installed by default. This will clobber the mkpasswd program installed by the expect program. Or the other way around if expect is installed after whois.
Lastly, the installation of the .po files appears to be broken.

Updated BLFS to whois-4.7.28.
Added dual commands for either installing both programs or just the whois program.
Fixed the installation of the .po locale files (wasn't fixed like I thought it was)

Version increment to 4.7.28
The .po issue appears to be fixed.
The easiest installation of just whois (without a mkpasswd install) is to issue:
make prefix=/usr install-whois
(add BASEDIR=desired_DESTDIR_dir) if desired.
