new package: LZMA-Utils

Description

Now that most of the GNU packages come in ether LZMA or Gzip form (not Bzip2), (and there is a notifiable size difference between them), we should add LZMA to the book.

It's web address is:

All of the links in the LFS book currently point to either bzipped or gzipped files, and therefore LZMA isn't a requirement. If anything, this ticket should belong with BLFS until LFS installs a package that only comes in LZMA format.

No matter what, I'll keep this open for very good reasons, ya know, the Texlive source is Tar and LZMA compressed.
