xorg-config: Further refine the condition where vga_arbiter is needed

Let's stop people from messing with vga_arbiter because they have two
state-of-art NVIDIA or AMD GPUs.

    256256      This warning is displayed when a regular user starts Xorg.  The library
    257257      <filename>libpciaccess.so</filename> issues this warning when it
    258       tries to open <filename>/dev/vga_arbiter</filename>.  If there is only
    259       one video card in the system, it can safely be ignored. If desired, the
