Message:

Fix elogind dependencies

• dbus is not needed for building (and strictly speaking, it is

not needed for running, but strongly recommended)

• polkit was said to be runtime but role="runtime" was missing
• only valgrind is needed for tests
• there is no trace of gobject-introspection in the deps.
