The GNOME core packages introduction claims that installing
the packages in this section will deliver a ""functional desktop"".

But after building all the packages and starting GNOME, a user 
will go to the help icon and be disappointed because it won't
work.

Shouldn't a functional desktop include the ability to view the
help (which has icons on the desktop, but won't work)?

The solution is to move the Yelp and libgtkhtml packages to the
