Reno "Apparently, the 'afterpage' package was broken by a recent commit before 2024 was released. That package has been part of core latex2e since that started. Two fixes have been made in upstream branch2024 and the binaries have been rebuilt. The source is at https://git.texlive.info/texlive/Build - that is about 493 MB, the full source of the parent texlive/ also includes a Master/ directory which is itself 12GB and not required for the rebuild.
