Looking at biber, and at my notes, the requirement was for >= 1.04 and I put a comment to that effect on the biber page, and only built this module conditionally. Whoops, might not have tested the current version.
Looking at perl-5.20.2 the shipped version of Collate.pm is still only 1.04, so for sanity and consistency I think I will remove the comment - generally, we prefer to use the latest released version of everything.
The alternative is to say that we do not support versions of perl less than 5.20, and remove the package. Now that it is in, keeping it up to date is very little work (just needs scripts, and images of a system which is ready to have texlive ;)

I don't have biber installed. The other module I've updated was tested with wget (IIRC) npt with biber.
Just to clarify - it is a *build* dep for biber, so best tested by building biber against it (and running the testsuites). Also, of course, a runtime dep - but working out if a particular dep is actively used when biber is run would be a very painful task.
