Found with evince-3.16.1 and verified with gedit-3.16.2.
Known issue:

Apparently started with gtk+-3.16.3.

This only appears to be broken under some window managers. Bug reporter states it's broken under Openbox. Works fine in KDE Plasma 5 and MATE GTK3.
