Currently, if the XSLTPROC variable is provided, systemd will try to rebuild manpages. The `--disable-manpages` prevents rebuilding of manpages and also prevents configure from looking for xsltproc. If xsltproc is available, the option should be removed. Also, by default, configure will detect xsltproc if available, so no need to specify it.
