RFC 3986:

URI = scheme ":" hier-part [ "?" query ] [ "#" fragment ]

hier-part = "" authority path-abempty

/ path-absolute
/ path-rootless
/ path-empty

So "linuxfromscratch.org" is not a URI, nor "irc.libera.chat".
