The script '/etc/rc.d/init.d/rc' reads '/etc/sysconfig/rc.site' but not '/etc/sysconfig/console'. The file '/etc/sysconfig/console' is only reading in '/etc/rc.d/init.d/console'.

In '/etc/sysconfig/rc.site' setting the LOGLEVEL works well.
