In reality it doesn't do anything. AFAICS there is handling of net.ifnames in eudev's 80-net-name-slot.rules (which is not installed due to --enable-rule_generator).

Unfortunately I don't quite understand how exactly rules are working (if 75-persistent-net-generator.rules calls write_net_rules, why init-net-rules.sh is needed then?
