I don't believe this is really accurate. I don't know of any current package that actually needs /lib/cpp. Current autotooled configure scripts do look for /lib/cpp, but that's last on the list of ways to check for the preprocessor. I have actually done without it entirely for quite a while now and have had no problems due to do its absence.
