775	FHS 2.3 forbids configuration files in /usr/etc	lizardo@…	jeremy@…	"I know, we don't put any file there, but we create a /usr/etc dir. BLFS also
seems to not use /usr/etc for configuration files, so I think we should drop it.
The attached patch do this.

Note that, according to FHS, /usr/local/etc is okay.
