I got a reply from plk: Nothing should be released for biblatex 3.11/biber 2.11 yet as SOurceforge has upload issues which are blocking the release currently.

Comparing 2.11 to 2.10, very little change in biber itself (we are already pointing to suitable versions of the direct deps which changed).
But in the lower levels, the usual rat's next of gratuitous additions. First up is new dep for File-Copy-Recursive, I'm still stirring the entrails on that.

I assume this will need a 3.11 version of biblatex, but for the moment I do not see a versioned directory for that at sourceforge.
