Will wait for 1.16, as the snapshot releases don't guarantee stable API.

We are at 1.15.12 now. Gnome-3.28.2 officially lists librsvg-2.42.3 as part of the distribution. Might have to bump this to build. Proceeding with librsvg-2.42.2 for now.
