In http://lists.linuxfromscratch.org/pipermail/blfs-book/2018-October/076755.html Wayne noted that --disable-mutool will avoid requiring it.
It would be interesting to know what using it provides or enables.

No idea what it does, but since I've got to fix cups-filters for poppler ...

It is used in filters/pdftoraster.c. From the mutool manpage, the draw command can render a document to image files, convert to another vector format, or extract the test; other commands can be used to extract ranges of pages or images and font files - the remaining commands look unlikely to be used by this filter.
From https://fossies.org/linux/cups-filters/README the default renderer is ghostscript (unless users change it). Using mutool is apparently beneficial on low-end devices.
Changing to recommended since it explicitly needs to be disabled if not present.
Or it could be optional, in which case we could jsut remove mupdf from the book.
