I can't find a summary of changes. If someone can, please let me know. The only thing I could find is https://github.com/opencv/opencv/wiki/ChangeLog but that doesn't say anything.

I think they have very poor change management / release management. Did you see the amount of open issues? 1,540 open issues, 3,269 closed issues. It seems they stopped listing changes after the 3.x series, only listing contributors now or saying "Maintenance release" instead of specifying any fixes. With the amount of commits that land in that repository, trying to determine what fixes what is nearly impossible as well.
Thankfully this package isn't used in a bunch of others as a dependency.
Bruce, this one is right up your alley.
I've tried three versions of this over the years, and never once have I gotten it to compile properly. I don't believe I'm qualified to update / test it as a result.
