New minor version. Not tagged yet. Can go into 9.0.
From a diff against 2.12, changed dependencies:
Unicode::Collate >= 1.27 (ok) Unicode::Normalize >= 1.26 (ok - is a core module) Unicode::LineBreak >= 2019.001 (ok) IO::String (any version) - a new dependency.

- biber now exits with error on some very malformed names instead of skipping them as this can lead to data loss in bibliographies.
Still seems to require perl-5.26.0 or better
As expected, the fixes to the tests from the patch are included.
