Here's the new location (it looks like Matt Turner, one of the core Xorg developers, has taken over the project):

That's the wrong place. I've sent an email to mattst88@… to say that it should be at ​https://xcb.freedesktop.org/dist/. The URL you mention is for individual proto files, not the consolidated tarball.

I also note that ​https://xcb.freedesktop.org/ still says that 1.13 is still current and points to /xcb.freedesktop.org/dist/ for source.
