Apparently the patch does not apply to Makefile.PL. There is also a question of whether it is still needed (used by at least biber when accessing remote ​https:// bibliographies if Mozilla::CA has not been installed). Reopening.

In fact, all that has happened is that upstream have bumped the version of Mozilla::CA.

Updated version of patch (-2) created with the newer literal version of Mozilla::CA in the line to be deleted.

Hopefully fixed at r23401.
