        EDNS OPT handling

Looking at the diff, SVCB is DNS Service Binding and there are new sub-modules HTTPS.pm and SVCB.pm, so these are not new dependencies. The new dependencies (prerequisites) are all core modules.

I don't have IPv6 so for me the IPv6 tests are skipped. 5 failing IPv4 sub-tests are disregarded, just like in 1.25.
