For the py scripts which use /usr/bin/env I've confirmed that fedora's specfile uses a command to fix them to use python3. That certainly fixes on compiler-rt test which otherwise fails.

I'm taking this, but delaying until I can get rustc-1.47.0 (which does build against system 11vm-11) to build firefox-esr and thunderbird.
