Bottom line is that is much easier to add the Neon package to BLFS than it is to explain in the Subversion instructions on what to do.
Thoughts from others are welcome.

After considering our choices at this point (right before BLFS-6.3 is due to be released), I believe it best to defer adding Neon to the book until later.
The main reason to add Neon is to support Subversion, but even the most recent version of Subversion (1.4.6) doesn't support current versions of Neon (0.28.1). The most recent Subversion (1.4.6) only works with (is supported, anyway) Neon version 0.26.x or less. The fact that the BLFS book currently has Subversion-1.4.4 makes it even harder.
There were API/ABI changes in the 0.27.x series of Neon which could render it not proper for current (or recent) Subversion.
So no matter what we did, we couldn't count on the current version of Neon to work with Subversion so there is really no point in adding Neon to the book right now.
Will keep the ticket open for post BLFS-6.3.

Added neon-0.29.6 to book. I assuming that this ticket is about adding neon to the book and not to fixing subversion. i.e. there are other packages that rely on neon.
I just had this problem :-)
there is an easy way to install neon with subversion and is to download neon and uncompress it inside the subversion installation folder calling the neon folder just neon. If you do this subversion automatically checks for neon and compile it. You need to put inside the correct version that is 0.25.5.
So I'd add this to BLFS as it's quite simple and very important to get svn via http (or https).
