With this commit [1), gnome-power-manager requires UPower-0.99.0, which is also required by rest of GNOME. But that version is not suitable for BLFS since it has dropped deprecated stuff (including support for pm-utils) and it requires systemd for some tasks, if not as a hard dependency.
The solution is probably to drop the package.

Armin, with systemd installed, isn't now possible to update upower to 0.99.0?
It is what I am using in mys new dev system.

Systemd is runtime dependency, not build time. You could have upgraded way before, yes, but you'd be missing functionality that's now provided with pm-utils and --enable-deprecated. That's gone in latest version and it depends on systemd running. You won't be able to suspend or hibernate or who knows what else if using sysvinit.
