2015-08-03 Thomas: mpg123 1.22.3 with a little UTF-16 fix

This is a stop-gap release including the fix for bug 216, avoiding
spurious surrogate detection with UTF-16 in ID3v2 data.

There are some interesting changes in trunk awaiting release with the
next feature version, which shall include libout123 and general build
system fixup (non-recursive make).
