I noticed this version on a texlive list in the output for a (probably unrelated) issue with tl 2016 pretest. Looks as if current hosting is now at github, but navigating through the directory path does not work (i.e. the gs919 part gives an error page) unless you supply the filename too. https://github.com/ArtifexSoftware/ghostpdl-downloads/releases/download/gs919/ghostscript-9.19.tar.gz

New is at http://www.ghostscript.com/doc/9.19/News.htm - it was apparently released on 2016-03-23.
