cups-filters should recommend avahi

Description ¶
In v1.8.3 cups-filters configure fails if avahi is not present.
In my own case, I do not need avahi so I was able to add the switch to disable this:
--disable-avahi Disable DNS Service Discovery support using Avahi.
The systemd book has made avahi required in r17311, but I think recommended would be better.
NB - for now this is only "it builds for me", I don't have a printer connected to this machine and I don't share my printer over the network.

I'm not so sure. We could easily add --disable-avahi to the instructions with a note to remove it if it is needed. I don't know how many users would need this. For example, my printer is hooked up via ethernet and I can print from any system directly. The printer also has a option to use wireless. The serial and parallel interfaces are going (have gone?) away so that only leaves usb connected printers.
