libsigc++: fix the document directory as per glibmm etc.

Description

Several packages (eg. glibmm) append the package version (as reported by pkg-config) to the documentation directory name. BLFS policy is to change docs/Makefile.in to use the release version number instead, but it does not do this for libsigc++. For consistency BLFS should add this fix to the libsigc++ instructions.
