A quick look suggests it is required rather than recommended - most people who use gnumeric probably use gnome, and have probably built one of the packages which uses itstool before they get to gnumeric.

I say that because it is what I had assumed, except that I should have said 'probably use some of gnome'.
It looks to me as if itstool is required, and it doesn't look like the required/recommended deps in the sysv book will pull it in, but I have not built gnumeric in ages.

It is in the recommended dependency chain (gnumeric requires goffice requires gtk3 requires pango recommends gtk-doc requires itstool), but not in the required one. Not sure, but I guess older books would not have it in any of those chain, because gtk-doc used to be optional for pango.

I checked in configure.ac+m4/yelp.m4, that there is no simple way to remove the dep on itstool. So it is required...

Why do you say that? I do not use gnome and no one who builds the sysv version of the book does. (They can't.) However gnumeric builds and runs fine and many who would like to have a spreadsheet do not want all the overhead involved in libreoffice.
