2.8    (2017-11-04)
       * Updated copyright dates
       * Support for many new biblatex 3.8 features (see bibatex change doc
         and PDF manual).
       * --output-resolve option is now a meta-alias for the more granular
         --output-resolve-* options - see the biber -? output
       * The --nouri-encode option is removed. All urls are URL encoded and
         a new field urlraw is always output with an unencoded version.

I don't know how you found this, it only got into the github releases 22 hours ago. Anyway, some changes in dependencies -

File::Slurp replaced by File::Slurper Unicode::Collate needs to be at least 1.21 add PerlIO::utf8_strict and perl needs to be at least 5.26
