Fixed in r9763. --enable-new-mount introduced a regression in that 'mount -f' appeared to remount already mounted partitions meaning that tmpfs stuff like /run broke completely. The main symptom of this is that during boot, there are a load of warnings about /run/var/bootlog not being available. I'll report this upstream, but for the time being, --enable-new-mount will not be added.
When this is updated, the url is now back to http://www.kernel.org/pub/linux/utils/util-linux/v2.xx/util-linux-2.xx.tar.xz
Note that they are now distributing .xz files too.
The current url in the book no longer works.
