libpipeline: make check doesn't do anything

At least 'make check' didn't do anything for me. If someone else can confirm, we can remove that line from libpipeline.

There is a check, but tests are not being built because libcheck is not detected in /tools. We need to add PKG_CONFIG_PATH=/tools/lib/pkgconfig to the lfs user environment. (Section 4.4)
I'm in the middle of a fairly large update, so if someone wants to make that change and run jhalfs through at least libpipeline in Chapter 6, the tests should run.

The fix turned out to be simple. Add PKG_CONFIG_PATH to the libpipeline ./configure command.
Fixed at revision 9897.
