New Util-Linux utmpdump program conflicts with Sysvinit

Description
Util-Linux now installs utmpdump, which is also installed by Sysvinit (in fact, it's noted in Util-Linux release notes that it was merged *from* Sysvinit) and is installed by default, so the version from Sysvinit should probably be removed.
