xz-tools: Move non-core executables to /usr/bin

More of a consistency thing than anything. For the archive tools in general, only the main exe and its symlinks are in /bin, with the other utilities are in /usr/bin. This isn't done for xz-tools, however.

This isn't a major deal, but it is noticeable for people who fuss over the little details.
