New point version.
I can't find any release notes for this version.
I'm wondering if upstream considers odd minor versions with odd numbers as development. https://www.gnu.org/software/binutils/ says the current stable is still 2.28.

This is not very explicit, but there is this. It says it is a point release. Also, debian unstable is using 2.29.1.
