#710 closed defect (duplicate)
Attribute base not used evenly

Description
In updating the syntax_doc I noticed the the attribue base is available in all the main operation elements except <download>, <package>, <remove>, <stage> and <unpack>. I can understand why for <package> and <stage>. Why not for <download>, <remove>, and <unpack>?
