Message:

gst-plugins-bad: Make libva recommended

Now we've archived gstreamer-vaapi and we are relying on gst-plugins-bad
to provide libgstva.so for hardware encoding/decoding acceleration with
gstreamer-based apps (for example when using Epiphany to play Youtube
videos), thus make libva recommended.
