Move polkit-gnome to Security
Similar to #13349, let's move polkit-gnome to the Security chapter, since it can't actually be used in a GNOME session. I picked "Security" because it is desktop environment-agnostic and can be used in LXDE and XFCE, similar to ssh-askpass and notification-daemon. Seeing as it's an authentication package, I think it's better that it ends up with the other auth-related packages in Security.
