biber tests broken by new version of Unicode::Collate

I hadn't built biber for a while, because nothing had changed, right ?

Decided to try it while getting to grips with jhalfs for blfs:

Files=52, Tests=1233, 46 wallclock secs ( 0.22 usr  0.04 sys + 43.54 cusr  1.64 csys = 45.44 CPU)
Result: FAIL
Failed 19/52 test programs. 166/1233 subtests failed.

Looking on google, there is a history of changes in Unicode::Collate causing the format of the hashes which are compared in these tests to change.
