OpenH264 support (sandboxed)

I observed since previous version a plugin "Codec de vídeo OpenH264 fornecido por Cisco Systems, Inc."
Does that mean we need to modify mozconfig, and H264 is played even without gstreamer, or that is needed, but will be played sanboxed?
Fixed at r14729.
Left open, due to the H264 question.
