I am not sure about previous versions, but in this new -12 version there are man pages shipped in the man directory. Here is a list of the shipped files that should be manually copied during the installation:

I haven't looked at this recently, but does

make pkgconfigdir=/usr/lib/pkgconfig install install-man5 install-man8

work?
