iproute-patch still works: 

patch -Np1 -i /blah-blah/bind-9.11.2-use_iproute2-1.patch 
patching file bin/tests/system/ifconfig.sh
Hunk #1 succeeded at 88 (offset -9 lines).
Hunk #2 succeeded at 175 (offset -5 lines).

bind-utils: directory lib/lwres does no longer exist

at "make bin/dig": 

make: *** Keine Regel vorhanden, um das Ziel „../../lib/irs/libirs.a“, 
  benötigt von „dig“, zu erstellen.  Schluss.

adding "make lib/irs" instead of "make lib/lwres" seems to work.
