There's a report that GST-plugins will not complete the configuration process if GConf is not installed. Here's the thread:

We need to check this out, and put whatever is necessary in the book to fix it. There's at least two revision updates to GST-plugins since the book version, so it may be fixed.

Apparently, the bug with GST Plugins failing to build if GConf is not installed, has been fixed. At least it is reported in the changelog as such and the bug shows it has been fixed in the 0.8.7 release:

I cannot test this as I have GConf installed, but I'm going to go on the developers word on this one and leave GConf as an optional dependency.
