The target certainly exists (also in qtwebengine), but it merely chugs through the various directories and reports that there is nothing to do for check.

According to phoronix, this includes more than 150 bugfixes (that probably includes the fixes in qtwebengine). Since we build qtwebengine separately, Qt itself is not a security update.
The diff from 5.11.0 is impenetrable, but I see a lot of references to tests, and a target 'make check' appears to exist. Doing a test build (I've already installed 5.11.1) to see if make check is useful.
