New point version

This version of libvdpau adds new chroma types defining whether surfaces
 contain frames or fields, and a new picture parameter structure that
supports HEVC 4:4:4 pictures.

Version 1.1.2 seems to have been pulled. It's no longer on the web site. I was able to find

​https://gitlab.freedesktop.org/vdpau/libvdpau/-/archive/libvdpau-1.2/libvdpau-libvdpau-1.2.tar.bz2

But that is a raw tag before autoreconf is run. I note that the 1.1.1 version is three years old and the 1.2 version was tagged two days ago.

A better file name that includes post autoreconf files, but worse url is

​https://gitlab.freedesktop.org/vdpau/libvdpau/uploads/14b620084c027d546fa0b3f083b800c6/libvdpau-1.2.tar.bz2

I'll use that.
