The page for the release notes is present https://www.mozilla.org/en-US/firefox/67.0.1/releasenotes/ But for the moment it says "We’re still preparing the notes for this release, and will post them here when they are ready. Please check back later."

Oh, my word!
For the binary, the headline news is that Enhanced Tracking Protection will start to roll out by default to new users. Details of how to turn that on for existing users in the release note, I don't think that has changes (it has been available for a while).
Diffing against 67.0:
· updated blocklist (normal)
· changes in branding items and activity-stream-linux.css (possibly items are slightly re-aligned)
· lots of changes in some localization strings
· the usual crop of javascript changes
· some test items which might be related to telemetry changes.
From my viewpoint, it looks unimportant. But since it was at a convenient point for me to interrupt other things, I've tested it on an 8.4 system which I had not got round to updating. Builds with current patch and instructions (but I've no idea if any changes in harfbuzz-2.5 will break the patch).
