Because the /etc/fonts/local.conf file is not created during installation, the instructions in the X Window System Components must be changed to create the file and add the appropriate TrueType directories. Here's an example that could be used:
cat > /etc/fonts/local.conf << "EOF" <?xml version="1.0"?> <!DOCTYPE fontconfig SYSTEM "fonts.dtd"> <!-- /etc/fonts/local.conf file for local customizations -->
<fontconfig> <dir>/usr/X11R6/lib/X11/fonts/Windows</dir> <dir>/usr/X11R6/lib/X11/fonts/TTF</dir> <dir>/usr/X11R6/lib/X11/fonts/Type1</dir> </fontconfig>

Existing BLFS instructions to install are just fine
Note there's a new binary in /usr/bin --> fc-match and there's a new directory created --> /etc/fonts/conf.d
It appears that /etc/fonts/local.conf can still be used for local configuration. It could be installed in /etc/fonts/conf.d, if desired.
There are many new configuration files used, located in /etc/fonts/conf.d
