Noted in the 1.10.1 tarball that there is no pre-built gtk-doc docs.
The 'command explanations' section about --enable-gtk-doc should be changed from "rebuild" to "build" and perhaps added "and install" in the section as well to show readers that it would be required if you want the API docs.
Not sure if this is unique to this tarball, or ATK never included the pre-built docs before.
